Colorado Springs Utilities customers may qualify for Project COPE: an emergency is required, help is limited to once per 12 months from any COPE agency, and from Nov 1 to Apr 30 you must apply and be approved for LEAP first (or bring documents showing an exemption). COPE appointments are given through Mercy's Gate's random drawing. For non-CSU utilities and bulk fuel, Energy Outreach Colorado help is available to El Paso County residents who meet income guidelines and have not received EOC help through this provider since Oct 1; call 719-427-2115 for an appointment. Bring your current bill and any disconnect notice. Utility help is not offered at 1st Saturday sessions.
